Guidelines

1. Introduction

Rajiv Gandhi National Institute of Youth Development (RGNIYD) Sriperumbudur, Tamil Nadu is an Institution of National Importance by the Act of Parliament No.35/2012 under the Ministry of Skill Development, Entrepreneurship, Youth Affairs & Sports, Government of India. RGNIYD functions as a vital resource centre with its multi-faceted functions of offering academic programmes at Post Graduate level encompassing various dimensions of youth development, engaging in seminal research in the vital areas of youth development and coordinating Training Programmes for state agencies and the officials of youth organisation, besides the Extension and Outreach initiatives across the country.

The RGNIYD has recently launched the Youth-led Development Programme (YDP) which aims at enhancing the reach of the Institute through various colleges in the country.  In fulfillment of the priorities of the National Youth Policy 2014, RGNIYD envisages to create appropriate platform for engagement of youth in development and nation building process. The Youth-led Development Programme (YDP) seeks to offer various programmes for the youth in alignment with the objectives and priority areas of the NYP 2014 as the Policy calls for appropriate interventions for improving productivity of the youth through programmes targeted towards education, skilling, entrepreneurship development and health care.

In this backdrop of vital significance, RGNIYD proposes to conduct focused youth development outreach activities through linkages with autonomous, affiliated and self-financing colleges, preferably, in Tier 2 and Tier 3 cities across the country.

 2. Objectives

  • To enhance the reach of the Institute among the youth in different parts of the country
  • Taking the message of youth development across the Nation
  • Development of youth through outreach programmes in higher educational institutions
  • Enhancement of skills and values in youth
  • Involvement of youth in national development and national integration
  • Linking youth development programmes with the requirements of the National Youth Policy 2014

3. Types of Programmes

Three types of programmes are offered by RGNIYD for its outreach activity to be implemented through autonomous and affiliated colleges. Colleges may propose to conduct any one of following types of programmes:

3.1. Youth Connect: Thematic one-day programme for a limited number of students where awareness is created among them on a variety of aspects that foster their development such as Youth and Entrepreneurship, Science, Literature, Art, Media, Agriculture etc.

3.2. Youth Conclave: One to three days programme for a limited number of students where they are trained mainly in areas  such as employability skills, life skills, soft skills etc.

3.3. Youth Summit: One-day programme with a large number of students mainly conducted for inspiring and motivating them by sharing success stories and presenting role models. (Presently applications not open for this programme).

4. Format of Programmes

Preference will be given for conduct of programme that can offer experiential learning. The programme design should be oriented towards participatory activity and achieving learning/motivational outcomes. The resource persons/experts should be adequately briefed that sessions should be highly experiential/activity based and not the lecture mode. 5. Programme Themes

The programme may be conducted on topics related to one or more of the following themes:

5.7. Arts and Culture

5.8. Science and Technology

  • Promotion of Scientific Temper among the Youth
  • Scientific technologies to maximise the use of local resources
  • Showcasing youth innovations and linking with labs and industries
  • Use of ICT for promoting and protecting cultural heritage

6. Programme Duration

  1. One to Three Days
  2. The programme for each day shall be from 10.00 am to 5.00 pm  and the duration per day should not be less than six hours excluding the time for lunch
  3. The institution is free to design the number and duration of sessions
  4. Due scope shall be given for active student participation in the programme with a view for achieving learning/motivational outcomes.

7. Participants for the Programme

The programmes during the first phase are offered only for the student youth belonging to the following categories:

  1. Scheduled Caste
  2. Scheduled Tribes and
  3. North-East
  4. General college students (who do not belong to the categories mentioned above)

The colleges proposing to conduct these programmes may choose to conduct programmes exclusively for any one of the above target groups.

8. Selection of Participants

The programmes are to be conducted to any one category of the target groups listed in serial no.7. The College should enclose a photocopy of the community certificate (for SC/ST categories) duly attested by the Head of the College along with the participant registration forms.

9. Number of Participants

The minimum number of participant shall be 100 student youth belonging either to scheduled caste, scheduled tribes,  north-east  or general category for type 1 & 2 programmes while 300 for type 3 programmes (Type-3 programme presently not offered).  The students belonging to SC, ST, north-east or general category from neighbourhood colleges are also to be included to the maximum extent possible.                  

10. Eligible Institutions

All Government/Aided/Self-financing Arts, Science & Commerce Colleges which are recognized by the University Grants Commission (UGC) under 2(f) & 12(B) and the institutions accredited by the NAAC shall be eligible for applying and sending their proposals for conduct of the programmes envisaged under Type-1 and Type-2 programmes. The programmes may also be conducted by the eligible colleges in association with Government/Non-Government Organizations/Industry etc. for enriching the proceedings for the students belonging to scheduled caste, scheduled tribe and north-east.           

11. Support from RGNIYD

As this endeavor is collaborative in nature, the colleges proposing to conduct programmes may provide the infrastructure facilities (training hall/class room, audio-visual equipment and other facilities for the participants, resource persons if available from the college etc.). RGNIYD shall provide support as follows:

  1. 1.5 lakh for a one day programme
  2. 2.5 lakh for a two day programme
  3. 3.0 lakh for a three day programme (presently not open)

12. Last Date for Submission of Proposal

The duly filled in application (proposal) on the prescribed format of RGNIYD (Annexure – 1) hosted on the Institute’s website with all the required enclosures stipulated in annexure – 1 may be sent through e-mail (dir@rgniyd.gov.in) or sent in a sealed envelope superscribed “Proposal for Youth-Led Development Outreach Programme” addressed to The Registrar, Rajiv Gandhi National Institute of Youth Development (RGNIYD), Pennalur, Sriperumbudur – 602 105 so as to reach RGNIYD on or before 25th October 2014 by 5.00 pm.

Incomplete applications, applications not received in the prescribed format of RGNIYD or applications received after the last date of submission mentioned above will be summarily rejected.

13. Selection Process                     

The Rajiv Gandhi National Institute shall screen and select the colleges based capacity of the college/institution to execute youth development proprammes as per the standards and expectations and the past track record of the colleges/institutions in effective conduct of similar programmes during the recent years. The proposals shall be scrutinized by a duly constituted Selection Committee constituted by RGNIYD for the purpose.

However, the RGNIYD reserves the right to select or reject the proposal of any college/institute and also reserves the right to reject the proposal of any college/institution even after selection without assigning any reason thereof.

14. Intimation to the Selected Colleges

On selection and shortlisting of eligible colleges satisfying the standards and norms of RGNIYD for partnership to conduct Youth-led Development Outreach Programmes, RGNIYD shall send a letter of intimation only to the selected colleges and also upload on the RGNIYD website. The other terms and conditions pertaining to the release of grant/financial assistance, submission of feedback, submission/settlement of account, submission of programme report, will be sent to the selected colleges as well on the RGNIYD Website.
