The Centre for Training, Orientation and Capacity Building, RGNIYD is organising a Capacity Building Program and Youth on Good Governance and Engaging Youth in Local Governance from 21-23 February 2022 in collaboration with the Youth Development Forum, P.G & Research Department of Social Work, Sacred Heart College, Tirupattur and the District Resource Centre for Panchayats (DRCP), Govt. of Tamil Nadu through Offline Mode (Direct Programme).
The programme was inaugurated by Prof. Sibnath Deb, Ph.D., D.Sc, Director of the Rajiv Gandhi National Institute of Youth Development, Sriperumbudur. Prof. K. S. Ravichandran, Registrar, RGNIYD delivered the Special Address. Prof. Inderjeet Singh Sodhi, Head, Department of Public Administration felicitated. Prof. Vasanthi Rajendran, Head, Centre for Training, Orientation and Capacity Building, RGNIYD gave an outline of the programme and its objectives. The programme is being attended by 25 young people from 8 districts of Tamil Nadu who have the inclination to engage themselves in the Local Governance process.
The programme will include sessions on the History of Panchayat Raj, 73rd Amendment Act, Tamil Nadu Panchayat Raj Act 1994, Three-Tire System, Functions of Rural Development Departments; Roles and Responsibilities of Committees and Gram Sabha; Powers and duties of Panchayat Administration; Financial management – Govt. Subsidies and generating the Sources of Revenues; Financial Management and Maintenance of Records for the Panchayats; Central and State government schemes and Social Auditing; Importance of Peoples Participation in programme planning for the panchayats; Ensuring Waste Management, good health and sanitation facilities, Clean India and the Role of Youth in the Sustainable development in the panchayats.
The program will impart knowledge on the concept, functions of Gram Panchayat in rural development, provide them necessary skill to play a pivotal role in ensuring the effective functioning of Gram Panchayat and enhance their level of confidence to demonstrate leadership in Local Governance. The participants will also witness the functioning of good governance aspects in a model Gram Panchayat through field visit.
