Shri. Rajiv Gandhi as Prime Minister inspired and initiated the
rebirth of Panchayats, paving way for realizing Mahatma Gandhi’s Gram
Swaraj by giving power back to the people.
The 73rd constitutional Amendment Act 1992 conferred Constitutional
Status on the local bodies thereby ensuring grass-root participatory
democracy, a three tier (village level, block level, and district
level) system, regular elections & reservation for the downtrodden and
women.
This division of RGNIYD endeavours to fulfil spirit of the 73rd
amendment in the functioning of the PRI’s.
It Strives to
Ø Sensitize youth to the concept, power, functions, role and responsibilities of PRIs.
Ø encourage youth for play an active role in organizing Gram Sabhas, maintenance of community assets, protecting human rights and promoting partnership with other local institutions.
Ø enable youth extend their co-operation in the selection of beneficiaries for the effective implementation of Poverty Alleviation programmes, as well as in social auditing.
Ø help identify and resolve areas of interaction both complimenting and conflicting between members of the Panchayats and the Youth Organisations.
Ø enthuse women leaders to understand various factors of empowerment and take active role in local development.
Ø develop various training modules for fostering the delivery mechanism at different levels.
Overall, this division focuses its multi-dimensional approach, inter-sectoral approach on bridging the organized and unorganized youth segments to function with their indigenous knowledge as an effective instrument for local and sustainable development.
