POST GRADUATE DIPLOMA IN POLITICAL LEADERSHIP (PGDPL)

To begin with Indian Political Academy at RGNIYD as mandated in National Youth Policy 2014, we propose Post-Graduate Diploma in Political Leadership (PGDPL) course at RGNIYD, Sriperumbudur, Tamil Nadu from July, 2018 onwards. In future, Certificate and Degree courses could also be launched.

 

To strengthen democracy, we need to promote the politics as a career with basic qualifications as we have in teaching at college/university level of education by University Grants Commission (UGC) as national eligibility test (NET) with some relaxation for Ph. D degree holders along with some riders by the UGC.

 

Indian Political Academy proposed at RGNIYD for youth in politics as mandated in NYP 2014 give emphasis on no to discrimination, deprivation and discontent in democratic India.

 

Let Election Commission of India should think seriously to conduct national eligibility test for becoming a politician in the democratic India with eligibility qualifications of a post-graduation degree with minimum 55 percent marks with relaxation to the candidates from political families with party affiliations for at least five years based on ‘ marriage model’ and not ‘aaya ram and gaya ram’ of leaving and joining political parties based on ‘stock exchange model’ with calculations of wining where they have learnt the laws of variable proportions and not the laws of returns to scale that justify structural changes in the political economy of India. Let there be a dress code for politicians as that of ‘Kautilya’ and stay in their respective constituencies without burden on the exchequer.

 

Courses on Political Leadership for the youth of India are very rare and sporadic in the country that provides knowledge and competencies for effective political leadership. Therefore, RGNIYD as a national institute of youth development proposes to offer a one-year Post Graduate Diploma in Political Leadership.

 

The Vision focuses on:

  • To imbibe Values, Cultures, Civilization of India among the perspective leaders of government and opposition parties
  • To learn the Procedure and Functioning of Legislative System (Parliament—both Lok Sabha and Rajya Sabha)
  • To grasp the process of drafting, presenting and approval of Bill in the Parliament/State Assembly
  • To master Public Policy Making/Formulation, Approval and Execution
  • To discern Political Lobbying, working of Pressure Groups
  • To interact with Political Leaders, Politicians, Policy Makers, Administrators, Researchers, etc.
  • To make candidate as trained Political Leaders imbibed with values, culture, national and international aspects
  • To make candidates/students as Political Evaluator/Analyst

 

Objectives

There are teeming youth who aspire to become political leaders; however, very few live up to the leadership ideals. In fact, many political leaders seem to severely lack some of the most important leadership qualities, such as integrity and accountability. On the other hand, the youth lack knowledge on the political system and its working process.

 

It is expected that the candidates/students who take admission in Post-Graduate Diploma in Political Leadership (PGDPL) could become Political Leaders (both in power and opposition) with spiritual input for values, ethics, morality and faithfulness to the intentions of the will of people who have given them the mandate. 

 

The objectives of the proposed course could be:

  • To understand History, Historical Development, Geography of India
  • To realize about Social Movements, Social Justice,  Economic Development/Growth
  • To learn about Organization, Functions and Procedures of Government/Ministries at National and State/Regional level
  • To understand Financial Aspects including Budget Preparation, Budget Approval, Budget Execution, etc. in India
  • To understand Election Process including Voting Patten
  • To know about Disaster Management, Environment, etc.
  • To make candidate as trained Political Leaders imbibed with values, culture, national and international aspects
  • To make candidates/students as Political Evaluator/Analyst

 

ELIGIBILITY

 

1. Bachelor's degree with a minimum of 50 percent marks (For SC/ST candidates with minimum of 45 percent marks) in any discipline from a recognised university or Equivalent Degree. 

 

SELECTION PROCEDURE: Admission for P.G.Diploma in Political Leadership shall be based on the qualifying marks in the under graduate programme/ entrance test/ group discussion and other methods as prescribed by the Department.

 

RESERVATION: Reservation of seats as per the Government of India / UGC norms.

 

Tuition fee exempted for SC/ST students.

 

Original Documents to be Submitted at the time of Admission

  • HSC/SSLC/Matric Mark Statement
  • U. G Degree Certificate (in the absence of provisional certificate issued by the University). Admission thus granted will be regularised only on submission of the Original Degree Certificate.
  • Transfer Certificate (TC) and Conduct Certificate from the Institution last attended (in case such Certificate is not issued from the Institution last attended, a certificate stating the fact duly signed by the Competent Authority of that institution should be submitted).
  • Community certificate
  • Migration Certificate from the University/ Institution last attended
  • Copy of Aadhar Card
  • Copy of the Bank Passbook
  • Copy of Passport (in case not obtained, may apply the same upon joining)

 

Eligibility Criteria

The eligibility criteria is

  1.  Graduation  or Equivalent level 
  2.  Entrance Test may be conducted depending on the number of Applications.

Desirable Qualifications

  1. Working Experience in  Politics, Social Service, Youth Leadership or NGOs

 

SYLLABUS & MARKS

The syllabus of Broad/Main subjects, Innovative Subjects, Other Subjects, 1st and 2nd Internship (field based), Director’s Assessment, subject wise, in respect of each subject is given in Table 1. The contents of the subjects are expanded/ modified whenever and wherever considered necessary having regard to field conditions and such additional inputs also will figure in the examinations. The marks assigned for Post Graduate Diploma in Political Leadership as per the mandate enshrined in National Youth Policy, 2014 are:

Scope of Utilization

 

There is no government institute/organization or any public University/College running course on Political Leadership. This will be unique type of course being run by a public Institute, RGNIYD, and a Central Government level institute.

 

In India, only one Institute MIT School of Government, Pune, is running a course—one (1) Year full time Master Degree Program in Government, that is on Government, but there is no course on Political Leadership.

 

Students/candidates could become as ethical and moral value-oriented Political Leaders in the future who will devote themselves for the sustainable development of India. Youth from different Regions/States/UTs/Parts of India as well as abroad (foreign) could join the Political Leadership Academy to become value oriented democratic Leaders.

 

Many Political Parties—National, State/Regional and Local level—will send their probable candidates so that they could work for Nation Building, Economic Growth, Social Development, Environment Maintenance, Sustainable Development, etc.

 

People of India will have a wide variety of good Political Leaders to whom to choose for running the Government and play the role of opposition leaders in right way. Let politics become the art and science of doing right things at right time (not doing wrong things at right time which is the perceived conceptualization of politics)

 

Parliamentary Procedure Practice

Students/candidates will know about procedure in the Parliament focusing on:

  1. Zero Hour, Question Hour
  2. Debates and Motions
  3. Discussion
  4. Legislation, Law Making Process
  5. Union Budget Process and documents
  6. Parliamentary Committees

 

Parliamentary System

  1. The two houses of Lok Sabha and Rajya Sabha along with the President of India comprises the Indian Parliament
  2. Major focus will be on: What are the power, functions and role of President, Lok Sabha and Rajya Sabha

 

Internship

There will be two Internships just after the completion of the respective Exams of 1st and 2nd Semester:

1. 1st Internship: 4 weeks Internship after 1st Semester course

  1. Visit to Parliament, understanding Parliament Procedure and System
  2. Visit to any State Assembly
  3. Visit to Any Rural Local Government body/Agency—Village Council (Gram Panchayat), Middle level Panchayat (Panchayat Samiti) and District Council (Zila Parishad)
  4. Visit to any Urban Local Government—Municipal Corporation, Municipal Council, Municipality, Urban Development Authority, Housing Board, etc.
  5. Visit of Institute of Parliamentary Studies, Delhi
  6. Bharat Darshan—Visit to Tourist place—5 days
  7. Attachment with Any Rural Local Government—10 days

2. 2nd Internship: 4 weeks Internship after 2nd Semester

  1. Visit to International Organization—UNDP, World Bank, etc.
  2. Visit to Central University and State University—Discussion with Vice-Chancellor, Dean of Students, Students’ Union, etc.
  3. Visit to Indian Institute of Public Administration (IIPA), Delhi
  4. Visit to Central Election Commission—Discussion on Election Method, Process, etc. for the President, Vice-President, Parliament, etc.
  5. Visit to State Election Commission—Discussion on Election Method, Process at the State level for MLAs, MLCs
  6. Discussion with any 5 Parliamentary Committees
  7. Interaction with Speaker/Deputy Speaker of the Lok Sabha
  8. Interaction with Vice-Chairman of Rajya Sabha
  9. Attachment with MP or MLA for 15 days
