National Colloquium on Strategies for Youth Empowerment
17-18 September 2009
Background of the Colloquium:
Youth have been in the
forefront of progress and social change in India since
time immemorial. Thirst for freedom, passion for
innovation, impatience for quicker pace of progress,
idealism and an intense feeling for creativity have been
significant features of youth in the country. India has
a significant size of youth population which constitutes
the most vibrant and dynamic segment and also the most
valuable human resource of the country. Youth form the
basis of progress and social mobilisation. Therefore
aiming at Youth Empowerment could be one among the most
cost-effective strategies for achieving growth and
development of our country.
Though the concept of
‘Empowerment’ is popular, it has no comprehensive and
authentic definition. Social scientists and development
practitioners have worked out an operational definition.
A person is deemed to have attained ‘a state of
empowerment’ if she/he: takes decisions without any
external hindrance or compulsion; has accessibility to
information, resources and services; has the knowledge
power; exhibits self-control, self-confidence and
self-esteem; is conscious of rights, privileges and
duties as citizen of the nation and is assertive in
exercising them. Youth empowerment may also be viewed as
any attempt made to create, enable and support the youth
to equip themselves to take active participation in the
development process as ‘subjects’ (informed citizens)
rather than as ‘objects’ (mere beneficiaries).
Rajiv Gandhi National
Institute of Youth Development (RGNIYD) is a premier
national level apex institute set up in 1993 in Tamil
Nadu. RGNIYD functions as a vital resource centre and
umbrella organisation for all youth development
activities, viz., Training, Orientation, Research,
Extension and Outreach initiatives for State, Central
Governments and national level youth organisations.
RGNIYD has been conferred the Deemed University status
under ‘de-novo’ category in 2008 and five unique,
innovative and futuristic Post-Graduate programmes have
been initiated in the areas of Youth Empowerment, Career
Counselling, Gender Studies, Local Governance and Life
Skills Education.
This National Colloquium
aims at developing a knowledge base on Youth
Empowerment. The deliberations and discussions on
various dimensions, practices and strategies will enable
Youth Empowerment to emerge as a discipline. It will
enable widening the ambit of Youth Empowerment by
drawing necessary inputs from policy makers,
academicians, practitioners and research scholars from
multi-disciplinary background and building a data base.

Call for Papers:
In tune with the major objectives of the National
Colloquium of generating and sharing of knowledge,
stimulating research activities focusing on youth
development, strengthening youth empowerment as an
academic discipline, and to develop a data base on youth
empowerment across the country and abroad. Papers are
invited from scholars, researchers, practitioners,
activists and policy makers..
Submission of Abstract:
Those who are interested in presenting papers during the
National Colloquium are requested to submit their
abstract in the themes designated. The abstract should
be submitted to the Organising Secretary in electronic
format followed by a hard copy by post.
The last date for the submission of
abstracts: 16th July 2009
The abstract should contain following components:
• Title: Block Letters
• Name of the Author with designation, postal address
and email address
• Key Concepts

Submission of full length Paper:
Acceptance of
the abstract for paper presentation at the Colloquium
will be communicated by 30 July 2009. On receipt of
acceptance of the abstract, presenters are requested to
submit the full length paper in the format given below.

Travel Support:
Travel Support will be extended to all the paper
presenters and who submit full length paper. II A/C or
III A/C train fare will be provided according to their
eligibility.
Local Hospitality:
Local hospitality (boarding and lodging) to all the
selected participants during the Colloquium will be
taken care of by the Organisers.

School of Youth Studies and Extension
One of the important mandates of RGNIYD is to function
as an Institute of advanced study in the field of youth
and to develop such professional excellence. Towards
strengthening the activities of RGNIYD, the National
Youth Commission (NYC) set up by the Government of India
has made several recommendations. One of the major
recommendations of the NYC was to initiate academic
programmes at RGNIYD, and the same was accepted by the
Ministry of Youth Affairs and Sports, Government of
India.
Based on the
recommendations of NYC and deliberations at different
levels, Academic Council of RGNIYD decided to start
regular academic programmes at Post-Graduate level in
five disciplines, viz., Youth Empowerment, Career
Counselling, Gender Studies, Local Governance and Life
Skills Education. Towards operationalising the academic
programmes, the Department of Youth Empowerment was
established in July 2008 at RGNIYD. It is a premier
Department of RGNIYD which is coordinating the academic
programmes of all five disciplines. Towards widening its
ambit and operations, the Department of Youth
Empowerment was restructured as the School of Youth
Studies and Extension with specializations for teaching,
research and extension. The School has the following
objectives:
To develop a cadre of professionals in the area to
strengthen youth work and youth development
programmes in the country
To offer PG programmes through regular mode with a view
to strengthening Youth Development /
Empowerment programmes
To develop Diploma programmes and PG programmes through
Distance mode for the empowerment of
Youth in the country
To develop and organise a strong research base in the
area by organising M.Phil, Ph.D. and Research
Projects and Programmes in collaboration with National
and International agencies
To support policy formulation related to youth
To organise and strengthen extension programmes with a
view to enhancing the knowledge base and
skills for the community and learn from the community
To support Government Organisations, Non-Governmental
Organisations and other organisations in the
field of youth development by offering Training,
Extension and Research Programmes.
